White leaf Manzanita (aka Stickly whiteleaf manzanita) is native from Southern Oregon to California.  In Portland gardens, this beautiful evergreen with green-grey leaves and red bark is appropriate for sunny, dry, drought tolerant pollinator gardens in a rocky or mulched setting, alongside other dry sun loving natives like oaks and pines. Plant in an open area where it can get plenty of air flow to stave off leaf spotting from Willamette Valley's wet winters. Bees, butterflies and hummingbirds love the dense clusters of flowers and birds enjoy the small fruits.
